Hello,
we are going to develop a Keyword Analyzer (Keyword Density, prominence, popularity) for Web Pages. A very good example of what should we reach as a project result could be seen at http://www.ranks.nl/cgi-bin/ranksnl/spider/spider.cgi?lang=.
Requirements:
a) languages: english, german, russian
b) detailed written specifications of an algorithm to be used
c) realisation using C++ (other languages possible)
d) identification of character encoding, text conversion, correct handling of unicode using library icu
e) morphological analysis using library hunspell
f) keyword results should be deliverd at least as one word, two word phrases, three word phrases. Also a tag cloud should be built for additional visualisation of results.
If you have some considerations to use opensource libraries, other than the libraries in requirements, so we could agree this after the project start.
Your development should be 100% copyright-free. After the realisation all copyrights will be transfered to our company.

| Fluent in english and russian, intermediate in french, elementary in german with background in mathematics I will do it. I am quite sure search engines do not perform any morphological analysis but hunspell is great for the human factor n-gram prominence (would be great if it could suggest word agreement). |

Your task looks really interesting for us. We haven't wrote any Internet crawler, but we've got some experience in modification and using search engines for a web portal with DB indexing. We used Sphinx (http://www.sphinxsearch.com/docs/current.html) search engine for that task.
As we can see now, you have almost everything except the crawling and indexing engine :). We would suggest you to analyze Nutch (http://lucene.apache.org/nutch/tutorial.html) it was rather perspective project several years ago, but now… It is scalable, but written on Java and has some performance issues, as far, as we know (well, we realize that it isn’t good idea to suggest you Java tool, if we are C++ developers :)).
About search engine realization – we would suggest writing our own crawler, which extracts text of the page and stores in DB BLOBs. After that some indexing engine, it must be clarified which one will be nice (Sphinx, mnogosearch, dataparksearch etc), will be used for index creating. We think the initial realization integrated with different libs and tools, will be prepared in three or four weeks.
But, probably it will be rather artificial solution, if Nutch can do it natively. So, everything is up to you :)
