Well, first of all, I'm the CEO of a new and yet small IT company, but also a programmer with more than 10 years experience. So, for your question we're coming with a solution. First of all, if you send from the same server that number of e-mail, you'll probably get your server(s) overloaded, and your internet connection also. So, I'm coming with this idea:
1) You need to deliver a lot of e-mails
2) You would need a lot of servers to handle this correctly, as the number will keep growing
Solution:
A client-server software architecture.
Description:
A central server with all the e-mail addresses and the e-mail templates will split the existing number of e-mails to be sent in equal proportions and send them to one or more software clients (what will be sent will be only the e-mail template - once and the piece of the list with e-mail addresses). After that, the clients (that can be on different computers, networks, etc.) will send those e-mails and after they finished, they will send a report to the main server with e-mail id and status. Also, you can setup a time limit for every client, so, if the e-mails are not sent in time, the server will send the bulk addresses to another client that finished sending e-mails. Regarding the clients, they can be normal users, that, let's say will earn 1 cent for every e-mail sent from this software, that can be downloaded from a website or so.
Requirements:
1) A dedicated server (hardware) with real IP
2) The software(client-server). We can do it in Visual Basic.NET because the coding it's faster
3) A website (Php, MySQL)
The bid amount is including all of these requirements, excepting point one, the hardware server. Another point: this solution is the best low cost solution available.
