It seems to me that you need the best person for the job, so let me just say a few things about my experience and skills. I have a long experience writing and implementing image processing software in the context of developing a quicktime component and quicktime-based toolbox supporting all the image variants of the DICOM medical digital imaging standard, including but not limited to 8 & 16 bit greyscale jpeg, RBG jpeg compressed images, and SIMD parallelization support for uncompressed greyscale and color image manipulations. Moreover, I've had expereince with libjpeg and libtiff (implemented an IPTC editor for the 4D RDBMS). Due to my background in science and engineering (I hold an MSc and a PhD in Solid State Science and Technology and a Diploma in Mechanical Engineering), I have had extensive experience dealing with engineering and scientific calculations, including continuous and discrete optimization problems and numerical analysis. I have programmed professionally in C++, C, Pascal, FORTRAN in a cross-platform context (MacOS/Windows), so I know how to deal with endianness issues and other OS specific quirks.

This is an interesting project and I am interested in participating. I have a degree in electronics engineering and am currently at the end of my PhD. During which I implemented image processing algorithms for motion detection (LOTS, Wallflower, etc) to tracking in real-time of multiple robots across multiple cameras.
If I understood you problem correctly, you need an efficient code implementation of algorithms that you have already developed. I can provide you with a library in C++ (it is fast, portable and efficient) to implement your algorithms. You did not specify, but I am assuming no open source code (OpenCV, Gandalf, etc) can be used. I propose also the following work schedule:
1. End of week 2:
- analysis and initial implementation of the necessary components for the algorithm
- implementation of test programs to verify the validity of the algorithm output
2. End of week 5:
- implementation of the algorithm
3. End of week 6:
- finished debugging of the algorithm and verified it's correctness
4. End of week 7:
- identification the performance blottlenecks of the algorithm
- decision on which performance issues to address
5. End of week 9:
- delivery of the complete algorithm with improved performance

| I'm an expert in computer vision/image processing. I usually implement image processing algorithms in C or C++ using intel compiler, msvc, or gcc. If performance is critical I can most likely (depending on the algorithm) implement an OpenCL version (GPU) and/or multiprocessor support using OpenMP (CPU).
A better time estimation (bid amount and completition time) will be given when I know more about the requirements and algorithms to implement....
